From the Newsies website 5/6/12:

A limited number of orchestra tickets will be available via lottery at the Nederlander Theatre. Beginning two and a half hours before every performance, patrons are invited to enter the lottery; winners will be drawn two hours before each performance. Winners may then purchase up to two $30.00, cash-only tickets to that day's performance.

Where are the rush tickets located? Are they still partial view??

I assume that they're still the partial view on the far sides of the orchestra (next to the wall). They're fine, especially for the price ($30), and you might miss a couple of glimpses of someone's entrance or exit. If you get the rush seats near the front of the orchestra (like the end-row seats of C-G), your view can be blocked by some of the lighting instruments. You're better off if you're a little further back, but not all the way at the back of the house.
