I don't think it is misused. As a quick google search will reveal, the term is synonymous with "comedy of manners." While we all know the years of the restoration, styles don't end abruptly. Furniture and fashions made in the period after Victoria's death did not suddenly end on the day of her death, and so we regularly use the term Victorian to refer to the style typical of her era. Likewise, these sorts of plays can and are regularly referred to as restoration, even though they obviously were not technically written during the restoration. I know we all enjoy catching mistakes, but this is really a case of knowing less than we some think they know.
