It's definitely accurate. In the 50's, 60's & 70's there were several dozen off-broadway stages; now there are maybe 12-15. It used to be easier to find a foothold on the creative edge.

It also used to cost less to mount a play. It's hard to believe, but there were empty places in Manhattan you couldn't give away. People could put plays on in them; now they're used for Starbucks and Duane Reade. There was less financial risk and hence less pressure to pay someone back for giving you a chance to do so. That made it easier to disturb, challenge, and shake things up -- key elements of artistic quality.
