In the novel, Fantine dies before Valjean goes to court and confesses his identity. He is arrested and sentenced to work as a galley slave (and later escapes). The confrontation over Fantine's deathbed is an invention of the musical's creators. He doesn't see Javert again until after he's been living with Cosette in Paris for a while.

As for the sewers, he doesn't get a chance to turn himself in to Javert. Javert escorts Valjean to Marius's grandfather's house, but Javert leaves the scene while Valjean is taking Marius inside (and ends up wandering to a certain bridge over the Seine).
