There are no fixed seats at Hammerstein Ballroom. They have stackable chairs that I would assume would be placed on the second balcony, but i would verify that. The view should be clear (perhaps not at the extreme sides) unless they build the staging too far out into the orchestra (really no reason they would need to), but it is pretty high up there, pretty much like any opera house's 2nd balcony.
