...I saw it in London a few years ago, only because I could see it at 5:30 and something else at 8:30. I was surprised at how much fun the revisit was...and if someone said to me that they wanted to see Chicago, I'd definitely go.

Although the quality of the casting definitely affects the show for better or worse, I have enjoyed every single performance of the show I have seen (and that has been many performances). It's fun and funny at the very least. The thing that changes is the drama: I think at it's best there is some depth, especially in Roxie's story. If the performances aren't great, it's frivolous entertainment. But still entertaining.
