You make it sound like dozens of people have been nominated for playing Finch. It's kind of sad that you think that the only reason someone might do a play on Broadway is for a Tony nomination and then an award. Radcliffe has proved, both here in and in England, that he is dedicated to doing theater and taking creative risks. So no, I'm not even remotely surprised that he's coming back. It was just a question of when.
