The languorous up-tempo: Is this a peculiarly American genre of song?

I am listening to Kristen Chenoweth sing "Hurry It's Lovely Up Here" from ON A CLEAR DAY and thinking about its very relaxed, effortless quality. It's one of those songs that instantly puts me in a good mood. It really does make feel like gambolling through a field of sunflowers.

It struck me that that is a very American attribute, particularly present in the mid-century songbook canon, and I was wondering if anyone more studied than me could elaborate on it?

I'm sorry I'm not being more specific but I'm curious to see whether my generality invites suggestions of other songs that have this personality?
