I have no clue why they have decided to use the term Off-Broadway to mean Non-Broadway, but it is obvious that they have. As to why those obscure musicals are not produced, I think the answer is a bit more obvious: they need to fill a lot of seats, and state that they intended to do so by attracting "new and younger" audiences. What you're looking for is something akin to a musical version of the Mint Theatre. Nothing wrong with that idea, but I don't think this series is the place to look for it.
