This labeling sounds like a PR spin that has gone off the track. It is not unusual for press agents to expand off-B to include off-off (as in "the off-Broadway premiere of...") when referring to a show in a venue that is below off-B). Were it vague, it wouldn't surprise me, but the CC description of the program is "landmark Off-Broadway musicals." That said, I don't see why Encores would crowd out a less ambitious series elsewhere that focuses on the obscure off-B, in a modest off-B house.
