If we're talking a show on SETA, yes there are usually limitations to length of run. But as far as choosing one week or two-three, that's up to the local presenter who is booking and bringing the show in. One assumes that they'd know their own home market and be able to tell whether a show can sustain 2 weeks in their city or not.

And with SF, it's not the four week issue. SHN on most shows just won't do a standard guarantee booking. Rather a 50/50 risk deal. A lot of shows find this system a bit of a headache. And some shows there are simply four wall deals with SHN only acting as a landlord and ticket agent.

Also, SF just isn't the theatre destination it once was for probably a lot of reasons. A show can make more money doing a sold out one weeker in San Jose or Sacramento with a guaranteed audience turnout than 3 weeks at half houses in SF.
