Musicals in Mufti does some Off-Broadway musicals. In fact, just a couple of weeks ago I enjoyed Smiling the Boy Fell Dead there. But Encores! obviously has far greater resources, which even Off-Broadway musicals can sometimes use. Especially older ones, some of which had what would today be regarded as largish casts even for a Broadway musical.
Lovely as many Muftis have been, there's a limit to what can be done in four and a half days of rehearsal. Encores! has twice as much.
So while, yes, other companies could do it, and Mufti does do some Off-Broadway musicals (as does Musicals Tonight), no company with greater resources is likely to compete with Encores! in this. I suspect that even if NYTW could now afford to do an Off-Broadways musicals in concert series — and they probably can — they won't.
Indeed, when NYTW was planning the series, Promenade, which so many of us would like to see in a good concert version (as the cast recording is missing about half the score), was mentioned as a likely first production. It would be quite difficult for Mufti to do that show in four and a half days of rehearsal.
