...but other than a few up-tempos including the title number, "Allegro" doesn't really seem to be allegro (fast-paced, lively).

And of course, that title number is halfway through Act II, where it does describe the "fast-paced at all costs" impression of city life that is appropriate to the moment. But I agree that it doesn't seem like the right title for the show overall.

One could also make a huge stretch and say that in Act I we watch Joe grow up very fast - "allegro" - but I somehow doubt that was the intention. ;-)
