Even though Sondheim himself that the reason why people went out humming it at intermission was because they'd heard the melody six times in seven minutes.

AND - I theorize - because it's also the last song in the act. It's the last tune the audience just all heard. If that number had been earlier, it might not have been the song people remembered so quickly at intermission.
