Yes, Russ Tamblyn was dubbed by Tucker Smith (who plays Ice and who sings "Cool") for "The Jet Song," for some reason. But it's Russ's own voice in "Officer Krupke" and for those few solo lines in the "Tonight" ensemble -- the section where he sings with Tucker!

I don't think any of us will ever know for sure exactly how much of Anita's singing in WEST SIDE STORY was done by Rita and how much by Betty Wand, because different people have stated different things over the years. The one sure thing is that Marni Nixon dubbed Anita's singing lines at the end of the "Tonight" ensemble, when everyone is singing together, supposedly because that section was too high for the other two ladies.
