''If they follow precedent ...'' But which precedent do they choose? Pam Gems' ''Marlene'' was a 1999 play with music, yet the Tonys nominated Sian Phillips for Leading Actress in a Musical and nominated Gems for Best Book. (Still sounds like ''Lady Day'' oughta be a play ...)
