I don't think it's odd that FALSETTOS won best book. People think that because there is little dialogue that there is no "book" which is very much the structure and guts of a musical. Books always get the blame for a musical going south but rarely praise for it succeeding (1776 and GYPSY being notable exceptions). FALSETTOS certainly deserved Best Book honors that year (1992).
