Since Mrs. Levi literally states that she's going to marry Horace Vandergelder for his money, I don't even see this as a question. Her justification for seeming so mercenary is that, while she IS marrying him for the money, she will make him happy, which she also states. I think we're meant to think that she actually does like and respect the man (and vice versa) and that he will bloom into a decent human being under her care.
