It's true that Joe's role is relatively small, but I would say it's larger thjan you indicate, and he does arguably have one other solo besides "Joey, Joey, Joey" -- he sings a complete version of "Don't Cry" before it briefly turns into a duet with Rosabella, and then he finishes of the song as a solo.

In addition, he has the duet "Cold and Dead" with Rosabella (in the middle of "Fresno Beauties"), plus "How Beautiful the Days" with Tony, Rosabella, and Marie, plus his goodbye scene, which is one of my favorite parts of the show. I've also seen one or two productions where they gave Joe a solo part at the beginning of "Sposalizio," to give him a little more to sing.
