Aside from the innuendo, I've always thought that Irene was simply referring to Minnie making a spectacle of herself eating while walking down the street.

I doubt it was always common to see people consuming entire meals on the go, as it is now.

Eating can be a very unattractive process and I can imagine that a shopgirl walking down the street eating and talking nonstop at the same time might draw stares from passersby.

The idea of the innuendo from the audience's perspective is great, but Minnie Fay is a girl who is scandalized when her employer decides to wear a hat that she deems too provocative. I doubt that Irene was really making an allusion to oral sex with this girl.
