True. In "Mame" she has the fireworks and the bells all the time but with Beau she has true love - and that's all she needs - the love is so strong she doesn't need the fireworks.

In "Dolly" she already had true love and Horace is more for security. The love she will find with Horace isn't the kind which comes with fireworks and bells - it's a different quieter security and for Dolly it's enough. The song is a bit odd in "Dolly" but I could see it as a better fit for "Mame"

Didn't Herman originally write "Love is Only Love" for the stage show of "Hello Dolly" but it was cut and they put it into "Mame" where it was cut again?
