Of course. Her creation of FUNNY GIRL is much more important than Williams' one role in a B'way. play.
No one said the tribute should be reserved only for "great Broadway stars." It should be given--as it once was--for those people who significantly affected B'way theater.

Who gets to make that determination?

I'm not saying that Williams fits that description. But surely reasonable people can always disagree about who is worthy of the honor and who isn't. Perhaps it's more charitable to err on the side of inclusion.

That's really the best question on this thread, because the answer pretty much exposes the silliness of most of the posts: the folks who send the checks to ConEd get to decide when to turn off their lights. Just as you get to decide whether to display Christmas lights in your lawn every December (assuming you have a lawn).
