They fell into that classic trap of trying to tell far too much of the real-life story. Parts of Act Two were interesting, but the piece as a whole wasn't compelling.

The producers expected to transfer to Broadway or a similar commercial run, and the production certainly looked expensive.

You thought it looked expensive? I didn't. The set consisted of a giant table & lights that blinded the audience too often. I swear the show would have been 10 minutes shorter if they hadn't wasted so much time shifting that table so often.
I was so tired of the intense white lights beaming into my eyes that I put on my sunglasses for the second act. It was much better viewing that way; I wish I had thought of it earlier.

For an Off-Broadway show? Absoloutely.

Basically the tech side was all top of the line: lighting, sound, projections, costumes, even wigs and makeup. And yes, even the set: getting all those big sliding panels right wasn't cheap.

Yes, that table was practically a co-star. But the structure of the set was quite massive for the space, they used a lot of lights, a lot of costumes, a lot of multi-media, and they had a fairly big cast and band relative to the space they were in.

So, yeah, it looked expensive to me, at least in regards to the space that they were in and the length of their initial run. Four weeks or so in a Theatre Row theatre, with that scale of a production - even if they had sold all of their seats (and I believe they sold almost none of their seats), there was no way they were going to recoup.
