I'm not sure what to make of your 2nd paragraph, but perhaps it doesn't matter. I think the use of the term is really just someone conflating euro (referring to that which emanates from that continent) and trash (which refers to any sort of disposable junk) without tethering their usage to any extant meaning of the term eurotrash.
