It's clearly a subjective call. There are no hard-and-fast rules for this kind of thing; how could there be? But I'm sure the woman who originated the lead in "My Fair Lady" and "Camelot" fits comfortably in the description of people who are "synonymous with Broadway." Same could be said of Barbra, for 'Funny Girl" alone. Joan Rivers was nothing of the kind, Tony nomination notwithstanding.
