My understanding of how PBS works is that other stations will have the opportunity to license that content and broadcast it. I guess I could be wrong, but I've certainly seen a lot of WNET programming on San Francisco's KQED over the years. Great Performances, for example, is a WNET-produced program that is seen all over the country.
