I think now is the time for them to get specific about how to determine who qualifies for the honor. Do it after the Rivers dimming occurs, so that it's not announced in conjunction with somebody's death. I think a significant part of the problem they had was telling the press that they weren't going to do it for Rivers because she didn't meet these requirements that none of us had ever heard of before. No matter how it was intended, it seemed (at least in part) like a slight to Rivers. If they had announced guidelines without any link to a specific person who had just died, I feel fairly certain that few would have questioned it.
