Well, if there were a reasonable minimum requirement for performers, that might work to exclude certain people whom it is questionable to honor while not excluding people like Andrews and Cook. You could say that the person needs to have appeared in leading roles in at least three Broadway shows and to have played at least 500 performances on Broadway. 500 is a pretty small number, which would sort of be the point. If someone hasn't played at least 500 performances on Broadway, why is this person being honored? Bacall, Cook and Andrews all meet those requirements. Gandolfini, Williams and Rivers, however much many of us may admire their talents and accomplishments, did not. Even Olivier, whom no one would ever say was a major presence on the American stage, would have met those minimum requirements.
