I guess the ideal, least controversial honorees are those who have become famous through film and/or TV and have also demonstrated a strong, continuing commitment to the theater. Angela Lansbury, Eli Wallach, and Hugh Jackman are three examples that come immediately top mind.

Very sad to say, but if the League decided to dim the lights for a highly respected actor who was deeply committed to and active in the theater for years but who never won or was never nominated for a Tony, and who had little or no name recognition through film and/or TV, that choice probably would be controversial as well, because some people would say: "Well, then, why didn't you do it for....?"
