Although I guess there's some disagreement on that front... depends what style guide you follow, I suppose.

I prefer Rivers's, but, yeah, AP (for one) does not.

On the other hand, Words Into Type, The Chicago Manual of Style, Bryan Garner, Fowler's and the New York Times would all go with Rivers's, as would The Elements of Style.

Considering how poorly used and understood apostrophes are, this choice is the least of our problems. You're apt to get River's instead.
I agree with Justice Souter AND the Times. How often can you say that??
