Martin was already announced for LA, and they are likely bringing her in early to give her a couple weeks lead time on the tour. That, and it's fall on Bway and sales are slipping, as usual. I wouldn't think Arnaz is a bigger draw than Martin, but it does allow them to hype a new name, with name recognition, during a slow period.
