Two points:

The circus concept is hardly peculiar to Paulus - it was Fosse's original concept for the show - at the original auditions actors were being asked if they could do all those circus things. He went another way, obviously, and now it's come full circle.

You say you never liked Pippin's second act. Pippin never had a second act for you not to like - it was, for the entirety of its Broadway run and its tour, performed in one act and there was a very good reason for that. So, you might not like its second HALF, but in Mr. Fosse's original production in one act, the energy and pace never faltered once.
