The problem and the solution

The gist of the problem is that sound design, as presently constituted, encompasses two separate things. One is getting the sound produced naturally on stage (and in the pit, in a musical) distributed and delivered to the audience. That is basically an engineering job-taking what someone else creates and making it function properly. The other is the actual creation of the show's soundscape, a creative endeavor. My guess is that the solution next season will be a rule defining the former out of the award.
