Part of the problem, of course, is that the musical director (unless he is not also the conductor) can't hear what it sounds like in the house. Of course, that's always true to some degree, even in opera houses, but the way things work now on Broadway, the musical director/conductor really has no idea what it sounds like out there, unless he's given a recording of what it sounds like out there or unless he lets his assistant conduct a performance or rehearsal or two and sits out there himself.

But his wishes for rebalancing may not be respected. And, yes, ultimately the director is in charge.
