I think this is a pretty basic (and common) misunderstanding of the sound designer's job. The sound designer's job is both conceptual and technical, much like that of a lighting designer. A lighting designer must come up with a concept to help tell the story (clear high-angled light for one scene, say, progressing towards moody textured low-angled light for another), while also knowing how to execute this technically (which lighting instrument from which manufacturer has the beam spread to illuminate a scene with sufficient brightness and the right quality of light? How should they be channeled together in order to best control them?). Likewise sound designers must address conceptual questions while also being able to create and use a sound system to realize their conceptual needs.

For instance, it is simply not enough for a designer to know that a scene needs to feel echoey and vast. They need to be able to design a system of specific speakers and mixers and compressors and other components that creates that condition. The technical choices very much are part of the design, just like in lighting design. This is not merely a technical or "engineering" choice, any more than which brushes, paints and canvases a visual artist chooses to use is a technical choice. Each is choosing the best tools to create the artistic effect they are trying to achieve.
