Aren't any of the Tony nominators people who regularly purchase tickets on their own and see shows? Do they all wait for an invitation?

I think we are talking about the Tony voters, not just the nominators (a smaller group, no doubt).

The Tony nominators number 50; the Tony membership at large, 870.

To be eligible for a Tony, however, you need to invite the Tony membership.
