The brief answer is that Streep became a film star fairly quickly, with Kramer vs. Kramer when she was still in her late 20s. She was enormously in demand for at least 10 years after that, and it would have taken a herculean effort to clear her schedule enough to do a real Broadway run of a musical, i.e., a year-long contract.

Meanwhile, there just weren't all that many quality movie musicals being made during the 1980s. Can you imagine Streep in Can't Stop the Music, Xanadu, Footloose or Annie?
