I've never seen a stage production in which the Baker's Wife cuts off Rapunzel's hair at anything remotely close to shoulder length. As Mike says below, she usually just pulls off a small chunk of it. At most a foot or two of one section (usually just a few inches in width), leaving probably about 99 percent of the hair intact.

And for all my problems with the movie, I don't remember that happening in the movie. Does it really?

I suppose why the Witch must climb the hair is a good question, made worse in the movie. In the show it's a bit less definite that she can make herself appear suddenly anywhere at any time. The only time it really is in question is when she appears with "Who cares? The cow is gone. Get it back!" In the original Broadway production, she appeared in the house right box of the Martin Beck, suggesting that she was in a tree or just up in the air. So if she can get high up in a tree pretty easily, yeah, why does she have to climb the hair?
