The original show, and Lapine's book in particular, has many flaws in terms of illogic, unclear storytelling, inconsistency of characters, etc., and some of these were underlined in the film by adding scenes we don't see in the stage version.

I did think that the addition of the "blue moon" idea was helpful - in the original show, we never get any real reason why the Witch needs this spell reversed NOW - the "once in a blue moon" concept at least gave an urgency to her motives.

However, it also seemed very Disney to me - think of the rose in Beauty And The Beast - it's really the same thing.
