I guess I don't understand the witch's emotional transition from one statement ("children won't listen") to the other ("children will listen"). What exactly happens in between the two that makes the witch change her emotional perspective to basically the opposite?

I guess I wonder why they have the witch sing that little piece of the song to the lyrics "children won't listen" in the first place. I guess just to plant the melody in our heads, so we'll respond to it more when we hear it later? But I don't think it's worth the disconnect.
