I also find it odd, but it's what the Drama Critics Circle has been using for more than 50 years. In the group's early decades, whichever play or musical simply received the most votes won.

FWIW, the basic system used by the Drama Critics Circle is also used by some other critics' groups, including the New York Film Critics Circle. Not sure if that group started using it before the Drama Critics or after, but they have also used it for a long time now.
