I suppose there is some grey area. The award is technically supposed to be for a debut performance in New York, either on or off Broadway. But then you have instances like Carr this year, or Halley Feiffer when she won for THE HOUSE OF BLUE LEAVES--instances of people winning fairly well into their careers. Maybe some people get more than two bites at that apple. :-)
