I've been reminded by an expert that the same thing happened with Stephanie D'Abruzzo and John Tartaglia for Avenue Q. By the rules that were put in place by Daniel Blum and maintained by John Willis, then Peter Filichia, Broadway debuts are eligible, even if there has been an Off-Broadway debut, even for the same role.
