Dominic McHugh, who put together this concert, wrote the book Loverly about the creation of the show several years ago. (Talkin' Broadway linked.) Nothing in the book suggested that anything remotely close to that many songs were written for the show. Nor did Lerner, who was prone to overstatement, ever (to my knowledge) make such a claim. So I don't think so.
