I'm guessing that the author of the article misunderstood what Dominic McHugh told him. On the right side of the linked page, you can see the song list as it appeared in the playbill for the week-long New Haven run. On the left side is the Broadway song list. I don't feel right now like looking it up in McHugh's book, but, yes, the show was frozen before it hit New York. Major cuts were made before the show got to Boston, the second and final tryout city.
