It's the Emmys that have categorized voting all the way through. In the Oscars, it's categorized nominating, then everyone votes for everything for the awards (with some exceptions, like the shorts, where you have to attend Academy screenings to vote).

correct although in the alternate universe that is Oscar voting, it's called best picture. A picture is, of course, worth a thousand words...

Yes, specific groups nominate at the Oscars (actors for actors, film editors for film editors, etc.), but the general Academy membership now is eligible to vote on everything. The Academy once held special screenings or panels to judge the more specialized categories, but now screeners are sent to everyone.
