re: the "book" is more than just the words the actors say

The book-writer of a musical isn't only responsible for the dialogue within the scenes, it is also their job to completely structure the show. They have to decide things like:

Which characters to include; who are they and what are they like? The overall plot of the show; what happens? When does it happen within the show? In the case of Hamilton: which historical events and details should be included or not?

So to answer your question: yes, they will be judging the book based on how well the story is constructed and developed, which is the job of a book-writer. I don't see it as different from Les Mis at all, in that regard. All sung-through shows are judged in the "Best Book" category the same way.

As for Leslie Odom Jr, nobody is quite sure yet, but many people think he will be placed in the leading category along with Miranda. I agree that he should be put in leading (and I hope he wins).
