According to ibdb.com. So he wouldn't qualify for best musical Tony. Only author of best play gets a Tony.

There used to be a separate category for author of play and best play, which makes sense to me. There are times that a production of a play overcomes the weakness of the writing, but I think most years both Tony's were awarded to the same play so they eliminated it.
