"She Loves Me" one of the great musicals, of course is presumed to take place in Eastern Europe - I believe Budapest, though Hungarian accents aren't usually used. But you have the choice roles of Amalia and Ilona available for your intended leading lady.

There's also "A Doll's Life" the musical based on Ibsen's "A Doll's House", but I was disappointed when I saw it. It did have a fairly large staging, so I don't think it's quite small or medium-sized, nor is it particularly very good. It does feature a Norwegian leading role.

There's no reason that the Reverend Mother in NUNSENSE couldn't have a European accent. As long as she can sort of carry a tune.
