Is "Hello Dolly day" message from de Blasio real?

On page 3 of the C section of today's print edition of the New York Times there is full-page color "Proclamation" from the City of New York and Mayor de Blasio saying April 21 has been proclaimed "Dolly Day." It's set in a weird typeface and has a lot of 19th-century-style verbiage, but it mentions the mayor and his wife by name so I'm assuming that this is legit, not a Merrick-style stunt by the show itself.

Does anyone remember the Times running anything like this before?
